Background of the Institutionalization of Homeless People in Mexico City

Abstract

The article presents a part of the genealogy of people in a street situation in Mexico, that one who provides the fundamental background for their institutionalization since the Crown, in the legitimately and legally way, exercised its power by enacting speeches, ordinances and entrusts to control, submit, intervene, discipline, and direct, by force and law, the spatial practices of the population in the new Spain. The flows of power, in the context of colonization, were directed to institutionalize begging through the Court of Vagos to finally control their activities in the city spaces. Throughout the article, the institutional scaffolding that subjects and justifies that people in street situations are part of marginalized and excluded spaces is correlated, in a focaultian way.
